A carbon-neutral US?

This is our first glance at what may end up becoming the proper climate change legislation of the Green New Deal. It's emphatically not finished yet, but it is still an interesting start.

Some key takeaways:

* Heavy reliance on states to implement local versions of the plan.
* National clean energy and transportation mandates.
* Target of net zero by 2050.
* Interim targets still in process, but likely to be in the neighborhood of 40%-60% reductions by 2030 (consistent with the IPCC report).
* A national cap & trade program (which is surprising, since most of the momentum right now is with fee and dividend).
* A national public bank, but no mention of how much capitalization it would get.
* No direct funding at this time.
* Technology neutral, but requirements that any CCS program take upstream emissions into account.
* Some vague awareness than we're eventually going to have to have negative emissions, but no details.
