Land tax is proposed to replace stamp duties, consistent with the overall
model of taxing what cannot be recreated (land, non-renewable resources,
licensed markets) while maximising its economic potential. The tax would
only apply to the unimproved value of the land itself, so as not to
penalise improvements.
